Obama aims high for higher ed

Obama plans to increase the maximum Pell Grant for low-income college students to $5,550, in the process making it part of the federal government's mandatory annual budget.

The move would protect it from both political and budgetary pressures. It also would link regular grant increases for students to inflation. Student aid advocates say Pell Grants 30 years ago paid for 77 percent of the cost of attending college. Now, they say, the grants cover only 35 percent.

Obama also proposed spending $2.5 billion over five years to raise college graduation rates.
