Benefits Fair and Open Enrollment

The State has made enrollment mandatory for employees who wish to have medical, dental or flexible spending account coverage in FY12. Mandatory Open Enrollment runs April 20-May 23.

Dear State Classified Staff,

The State has just released premiums and plan details for this year’s open enrollment period for state-classified employee benefits. The state has posted the fiscal year (FY) 2012 premiums on the Department of Personnel & Administration website, and there are changes in the medical and dental plans which could impact employees’ out-of-pocket costs for premiums in the coming year.

Employees should pay special attention to these costs as they select their plans.

While the components of the plans have generally remained the same, due to mandates of HealthCare Reform, employees may enroll eligible adult children up to age 26 and certain preventive care benefits have been enhanced.

Additionally, the state has changed the names of the plans to eliminate confusion. Employees are encouraged to carefully review the comprehensive medical and dental plan descriptions available on the state’s website and take special notice of the mandatory enrollment provision.

Mandatory Open Enrollment (April 20 - May 23)

• The State has made enrollment MANDATORY for employees who wish to have medical, dental or flexible spending account coverage in FY12. You MUST enroll online even if you had coverage this year.

We have spoken with the state about revising their practices in the future to enhance the overall customer experience. We will continue to work with the state in the future to assist our employees the best we can. However, for this year, please note if you do not make an enrollment election for medical and dental coverage during the open enrollment period, you will not have any coverage for you and your family effective July 1, 2011. Life and disability insurance, however will automatically continue for FY12 as enrollment is not required to keep existing levels of coverage. Employees are required to provide official documentation for newly added dependents during open enrollment (i.e. birth certificates, marriage certificates).

The open enrollment period will take place over 4 weeks, April 20 - May 23. Additionally, there will be a special vendor presentation as highlighted below. All plan enrollments must be processed via the State's online system (BenefitSolver) during this window.

Voluntary Accidental Death & Dismemberment Insurance (AD&D)

CSU offers AD&D insurance independently of the benefits offered by the State of Colorado. Effective Jan. 1, 2011, The Hartford became our administrator. Enrollment in this benefit requires submission of a paper election form (for new enrollment and changes to existing coverage) during the open enrollment period.

Medical Supplement Program (for qualified low income employees)

The medical insurance supplement program has changed for FY12 to coincide with the open enrollment period April 20 - May 23. The intent of the medical supplement program is to provide a supplement for qualified low-income state-classified employees with children. This is offered because state employees are not eligible to enroll in Colorado’s Child Health Plan Plus (CHP+) program which is Colorado’s version of the federal program to help insure the children of low-income families.

The funding for this medical insurance supplement comes from the state’s share of the federal tobacco lawsuit settlement award. Employees who meet the minimum eligibility requirements may begin the online application process on April 20 and the application must be submitted no later than the May 23 deadline.

As the program is need-based, applicants must provide documents to verify household income (2010 tax documents) and also, marriage certificates for spouses or affidavits for same-gender domestic partners or common law spouses and birth certificates for children in the household. Special Vendor Presentation - United Healthcare, Delta Dental and PERA

CSU Human Resource Services is hosting a forum for state-classified staff on May 11 beginning at 10 a.m. This event will allow employees to learn about upcoming July 1, 2011, plan changes directly from the vendors who represent the state of Colorado benefit plans.

Pre-registration is not required, but seating is limited to the capacity of the Lory Student Center room 224-226. The times for each session are located in the Benefits Fair Flyer.

Benefits Fair and Online Assistance

Benefit plan vendors and other providers will be available at the CSU Benefits Fair which will be held on May 11 from 9 a.m.-2 p.m. in the North Ballroom of the Lory Student Center.

CSU Human Resource Services’ staff is available for one-on-one employee consultations or enrollment assistance on a “drop-in” basis at the Benefits Office, 555 S. Howes Street, Suite 210.

Additionally, the following sessions have been scheduled to assist employees complete their online Open Enrollment elections:
